  3. In another bowl, mix buttermilk, vegetable oil, egg, and vanilla until well combined.
  4. Gradually fold wet ingredients into dry ingredients; fold in chocolate chips.
  5. In a separate bowl, beat cream cheese with powdered sugar until smooth.
  6. Fill each cupcake liner with two tablespoons of batter; add one tablespoon of cream cheese filling, then top with more batter until three-quarters full.
  7. Bake for 20-25 minutes or until a toothpick comes out clean. Cool before serving.
